throwing wallet yourself = invitation to the world to steal it (some may try to steal it, some may try to give it back to the owner, but still the invitation exists regardless what ever happens in the end)

It is not an invitation to do anything. It is not your wallet, you will ignore it. It is not your Wife, you will not look at her (remember the ayat about lower your gaze and protect your modesty?).
If I keep my wallet on my desk and leave office to eat, and someone 'Steals' it..how is it not stealing ?

IF you left your car unlocked, and someone came and drove off with it..will you call him a thief or say 'it was an invitation to steal'
We have this saying in urdu, when we want to show someone how stupid they are, we sarcastically say : 'Aa Bell mujhey maar', we don't literally mean it.
women and men, both should look after their modesty..As much responsible you hold a women for wearing provocative clothes..you should hold men accountable exactly the same amount.
Lets change the scenario to Ramazan...If a person who doesn't have a roza is eating in front of you..you don't suddenly get the right to break the roza, take that treat out of his hand and start eating..
on the other hand that person should take care that he doesnt eat in front of you aswell....BOTH ARE WRONG.
