Go for electrical because then you want to specialize you'll have alot of options.Telecom,Integrated electronics,Power,Industrial Electronics,etc.

Most important thing, ask your friend to choose the one that interests him. All four are vastly different from each other so choose carefully.

First of all...electrical and electronics r 2 different types of eng.electrical deals heavily to large scale circuit and power related equipment while electronic deals with vry small scale circuit,transistor & highly sensitive digital equipments like computers.Those who say electronics hve no scope r totally misinformed or don't knw market well enough.itz as ever green as the electrical one.
Now about telecom eng.Itz a part/specialization of electronics eng.i m doing one and just about to finish it too.if ur friend is into micro circuits,satellite/mobile transmission and computer manufacturing stuff then go for electronics(telecom sub field) or if he likes other technical stuff that r not directly concerned to computers,digital & transmission equipment then surely go for electrical eng.
Both r vry gud and hve a huge and developing market....

At the end of the day it all boils down to the aptitude of the person man.I mean if I can get awesome grades in mechanical subjects because I just get em' but have to study hard to get a decent grade in electrical subjects.Again depends on the person

well in Karachi so many universities r chucking out Electronics Engg every 6 Months tht jobs r extremely difficult to find
theres a saturation of Electronics Engg as its easy and cheaper to have faculty of Electronics and every other no name university has it
Electrical and Mechanical r in a sweet spot

2. Electrical - Tech is growing. They need good people. Different companies require electrical engineers and experts. The scope in the market is phenomenal everywhere in the World.

3. Architecture - Europe requires good people in this department specially Middle East needs ya. Move!
