Yes you need a card in your PC and encoding software along with VCR to playback, else give it to your local photographer he will do the job for 500-1000 Rupees max.

Yeah you can use tv tuner card back and Vcr back in day i had both you can plug vcr output to tv tuner card and record it using its software

Your location? There are shops they do it for 100 rs per tape. You can do it yourself but it will take some time as you need to play all the tape and get it recorded.
Islamabad. Did a bit of searching and rate seems to be around 1500-3000 ffrom the market. No way I'm going to pay that kind of money. I have like around 30-40 VHS.

You can buy USB dongles that have normal A/V connections on one end.

Instead of plugging the output from the VCR to the TV plug it into the dongle.

Any idea how much the card cost and where I can get it? I know there is a USB device being sold but the brand online in Pak seems to have bad reviews and low quality. Wiling to pay extra for better video quality, afterall it's memory and shouldn't go cheap.

I don't know which city the op is in but here in karachi you can easily go to ground floor, rainbow center, saddar and there are shops that will do the conversion for you.

I would assume it still is, there are many shops in the galee (lane) in rainbow center where they convert it and competition is fierce.

From Imperial Market, Raja Bazaar, Rawalpindi. Metro makes the access very easy as taking your car there is asking for a headache. I forgot the name of the shop but he is there at the very end of a plaza in basement on right side. Most of the shopkeepers from twin cities come there too.

Thanks for this. I did have hunch Raja Bazaar might be the place to get it done cheaply.

On the other hand, I had been Googling the "VHS to Digital" and turns out it ain't simple science to convert Analog to Digital as for VHS recording. First thing is to get very good source in i.e good VCR and then the capture device should be very good which cuts through the noise and is loseless. In the end, you need a good video processing software to finalize the video.

The consensus for the capture device is the king from it's era which was built by ATI. The device is called "ATI All in Wonder Theater 200" AGP. This thing was release to enter the market to cut through the preiumum market of capture device which were being sold for 1000 to 2000 USD! It only had a price of 200 dollars and surpassed their quality! Oh yea, it's AGP meaning you need a motherboard from way back which had it. It also been said the quality of this AGP card is so good it can't be replaced by any 400 to 2000 dollar tuner cards, let alone the USB devices. So if one want's to have the highest conversion of their memories from the past, this card is required.

So coincidentally, I have a P4 AGP motherboard without HDD lying in the store which I was about to dispose last week! One more reason to keep :'D. The only downside is that I'm surprised how difficult it is to find this card. Like for Pete's sake, Pakistan gets all those old stuff dumped and yet this card isn't in the market? I only checked olx.com.pk as I expected their to be a lot of it. But there isn't a single ATI All in Wonder Card. If anyone is selling this card and is AGP, I'm buying :)

Wikipedia: In modern-day digital terminology, NTSC VHS is roughly equivalent to 333×480 pixels luma and 40×480 chroma resolutions (333×480 pixels=159,840 pixels or 0.16MP (1/6 of a MegaPixel) while PAL VHS offers the equivalent of about 335×576 pixels luma and 40×240 chroma
