Torrent speeds slow - stormfiber and ptcl dha phase 4

All Salam ,

I am having trouble downloading torrents on both of the internet services installed at my house . UTorrent is giving me slow speeds on all m torrents regardless of how healthy they are .
Other than torrents everything else seems fine , Netflix runs very much smoothly on PTCL through PS4 or any other devices . Speed tests are coming out ok .

I am no tech guy but I dont think it has anything to do with my laptop .

Someone please advise .

yeah since last month ptcl is sh*t in phase 4, their response too many connections in area now so thats why their shared speed is coming low.

Yeah but same thing with stormfiber. Speed test is ok but not torrent download speed.
