Unless it's civic sense, things get exploited.How do you know it has gone because of abuse?
It's very normal for a resource to be exploited once the word spreads.

But seriously, I wouldn't be surprised if this was the case. I don't think this is the case because they probably see how many people have Blackberry phones, and how many people are using BIS packages, do some correlation, and see that there's no reason to offer this service.
I know a few people who had BIS first, then got a smartphone, and then changed their package because paying 1,000 for casual internet was not making sense.
But our nation - why can't we exploit the good things? Like - say - education, or civic sense, or humanitarian activities? I don't have an issue with tethering, but pay up if you want to tether so much (or get an employee package). Heck, I have an employee package but I don't tether (when Zong had the unlimited bundles, the most I used in one month was 21GB - and that was stretching it. Otherwise, it was between 5GB and 10GB... This was a few years back. Now? Not more than 7GB, if and when I use it excessively and conduct speed tests).
Thing is - these companies are not Google. Heck, even Google charges $10/GB (or something) for it's Project Find service, but they allow tethering.
