Well firstly i can tell that your using cracked steam, only some games work on cracked steam and even those do not allow you proper multiplayer access, most games on cracked steam just don't work and you are given that error upon trying to download them.
In order to get them working you need to buy them from un-cracked steam.
Or in your case you could download a call of duty 2 stand alone from a torrent and run the game using a crack.
just download utorrent, look for a torrent of cod 2 with a decent number of seeders, download it, apply the crack and enjoy the game.
However remember this you shall only be able to play on cracked servers, legit servers wont allow you to join the server.

Buy the game if you want to download from steam. You are using cracked steam, won't let you download most of the games.
This happens to me also during the rush hour (legit steam). Try to wait for a few hours then see or it is a problem with your internet connection.
He's right. As for TF2, did you tried it on another account or from the cracked one? Try to download Portal: First Slice to make sure that free games are downloadable.
To be more specific, this is the list of all games and tools which are downloadable through cracked Steam.
