Random fps drops/ extremely low fps

HP XW6200 XEON WORKSTATION
RAM :4GB DDR2
PROCESSOR: 3.80x2
POWERSUPPLY :475watt
GPU: HD 6670 GIGABYTE 2GB EDITION


My problem is that i get really really low fps or random fps drops every time, i play any game Even in game Like DOTA2

NO MY PC DOEST OVER HEAT
NO MY MY GPU IS DOESNT OVER HEAT
NO OVER HEATING PROBLEMS

it would be really helpful if you could help me

drivers are all upto date, HAVE AMD BETA DIVERS 15.8

i ran HDD check it turned out okay and clean
drivers upto date
4GB RAM (aval/ usable 3.25)

WAttage is good enough, i pointed towards bad unit. a bad unit could be of any wattage 600W 800W 1200W. you can check its voltaages through AIDA 64 software. below 11.5v is not a good sign. PSU is one reason, not confirm tho. you can check it for the safe side

Tools > stress test > statistics

run Furmark for gpu Stess test and monitor voltages at +12v rail.

well no, i wasnt the only reason i updated to Win10 was sorely for the card
