PSN US vs PSN Saudi on Zong 4G

Hey guys.
so I just discovered that I'm able to connect to PSN on my US PS account (on Zong) just fine but not able to download game updates which is quite strange.
On the contrary on my Saudi PS account it doesn't even connect. Weird eh?
Can anyone please explain what's the reason?

1) Zong has CGN, so you will have NAT issues. Sign in, P2P games and party chat would be affected and may not work.

2) I doubt the account region makes any difference in this case.

I guess it does. If not then why I even got the access?

And actually my younger sibling made the account so I can't really tell why he chose this name lol.
