As for the off-topic question... I guess I shall answer. The PlayStation Store is accessible in any country. All you need to do is make a PlayStation Network ID and sign in. After that you should be able to visit the Store. If not, then maybe its because your PlayStation 3 lacks the latest firmware update i.e. 3.0. You should be able to download it via the Menu.
Go to Settings >> System Update >> Update via Internet
However, I highly recommend you update through a storage device as updating through the internet can take a long while. And if, by any chance, your electricity shuts down (God bless KESC), I'm afraid that means the end of your PlayStation 3.
Download the System Update through your computer (
http://www.playstation.com/) and transfer it to a USB. Then connect the USB to your PS3 and viola! You should be able to get the system updated in less than five minutes.
