PC New 8gb Kingston(kvr13n9s8/4 not booting windows 8.1

Salaam, as the title says i bought a new 4gb kingston value ram DIMM...when i put it in i checked mobo bios and it shows total 8196mb(4gb already installed) but when windows 8.1 starts to boot the system restarts after one spin of the loading dots....i tried using the ram alone but windows 8.1 gave a different issue saying we are trying to fix the error and after 1 second it starts again and again...can a ram be faulty even after it shows up in your motherboard bios....any help would be greatly appreciated...

Which motherboard do you've? And is this RAM module even in your motherboard's Qualified Vendor's List (QVL)?

And, you said you are having a windows related issue or techincal issue?
Since i see you said windows is giving errors?

Well i have been using windows 8.1 from the past month and it was today only that i shutdown the pc by holding the power button...but when i installed the ram and started the system again the restarting issue started windows 8.1 loading screen and restart.....and as soon as i remove the new DIMM system works fine....

i changed the whole system .. motherboard / processor / ramon win 8.1 .. and it took it fine .. w/o any problem !! .. did ur system boot in safemode ? .. or any other windows like 7 etc ..
also if u have Win 8.1 dvd .. (get it if not) .. then try to repair install something ..

Brother the 4gb DIMM is new. I already have 4gb ram in 2x2gb configuration. Windows 8.1 boots up fine with my old ram. But when i put in the new 4gb DIMM alone or with my old ram the restarting problem occurs.

So anyways i am taking my whole system to the vendor from whom i bought the RAM(PointOne Computers Sharfabad) lets see what happens.

i think .. maybe those rams are not same !! specs wise . thats why maybe windows have problem .. did u try to boot with only ur new ram ? .. atleast u can check that new ram is ok or not !!

chck the faulty ram in another pc..
if the issue persists then it sure is the ram...!!!

Well...hi again...ram issue got fixed finally but now my GPU Fan stopped spinning....its Radeon 5750 with 512mbddr5......any temporary fix recommendations guyz....i cant play BF4 anymore :(...please help....or a good card in 15k range with atleast 2gb of memory would be appreciated....
