I am planning to buy new phone for myself Moto z or Moto z play,official market prize is around 47-50k+ but i have notice that in olx this phone is available for 28k-32k with 3gb n 4gb ram they have motoz in lot .why they selling this phone so cheaper .

1 : is it variant issue (low signal problem )
2: refurbished
3: not for sale unit

Need expert guidnes

They're prototype / non-retail units / development / testing units.
Meant to be used only by Motorola officials for testing and development, lots of Motorola devices get sold like this here.

The RAZR XT907, Moto G's, Moto X's, plenty of them were being sold on OLX with this Not for Sale branding on the front or the back.

They may have minor issues and / or may be slightly different than the finished retail unit.

ROM installed may also be different than what is installed on retail units.

Long story short, they're smuggled / stolen phones sold here for cheap.
