Try it with Windows XP Compatibility Mode.
Here is how: Make older programs run in this version of Windows
Also, make sure that this game is added in Windows Firewall exceptions list and you have patched it to latest version whose fixed executable file is available.
Solution that worked for me - MOHAA on Win7 
I faced similar problem, searched a gazillion forums but failed. Finally found a PAKISTANI guy had already solved the problem and was generous enough to post it too. Here's the link.
