is my PSU deficient?

Today I tried BSEL mod and that too with a copper wire that was held well in place by tape and glue even after I removed my processor after failure :S :emergency:
the problem was I could not boot motherboard (intel dg31pr ) stuck at its main screen whenever i tried to boot then I removed the wire and it booted up fine
I have experienced this problem earlier at stock sppeds too but if I reset it starts in 2nd try whats wrong PC or mobo and as nothing burnt or fried so I hope I did not do that MOD wrong what are your thoughts whats the catch how can I verify IF PSU or MOBO is at fault or I did not do that mod correctly ?
can BSEL work with Wire ?
sorry forgot to mention my PSU is 350 watt with 16a on 12v rail and I had one 250gb HDD one optical drive intel e 5200 2 gb 667 ram and ATI 4670 plus one 80 mm exaust fan at that time

You're supposed to use a conductive ink pen for the BSEL mod not a piece of wire. My suggestion is to stop trying to do this and instead make do with the stock speeds of your CPU. The way you are going about it there is a high possibility you might damage your system. You obviously are in way over your head with this overclocking business.
