Is Google DNS being Blocked by PTCL in Karachi?

It's started happening since yesterday (26th May 2019). The broadband is breaking or becomes slow with Google DNS, Cloudflare DNS and OpenDNS.

Did they change something in the backend in their datacenter. The websites seem to load normal without breaking when the DNS is removed.

This is happening in Karachi. Not sure about other cities in Pakistan.

Please confirm or deny.
