Well it's worth giving a shot. Take the GRE and TOEFL. Do the best you can and make a lot of effort in the essays and recommendation letters that are to be attached with application form. They really count a lot. And do try to convince them through those essays that you will come back after your master's.

Fulbright chances are not low at all. That is the misconception most people have and they end up not applying. Pakistan has the largest program in the world and around 150 people get it every year. If you are relatively good you have a very realistic chance of getting the scholarship.
