HELP: Sim Not Supported on Iphone 5 Factory Unlock

My Elder brother purchased an iPhone 5 FU (barely used) along with everything, few months back from Hafeez Center, Lahore. Although this iPhone is Factory unlock as I have updated it from IOS 7.0 to 7.0.4 and activated it on ufone sim without any problem but this iphone has something really strange. It only works on ufone carrier in Pakistan but doesn't activate itself on other networks in Pakistan. While my brother moves from Pakistan to Foreign countries alot for business trips and his iphone activated in Dubai but didn't work in Indonesia, Sri Lanka and Germany carriers and today he replaced his older ufone Nano Sim with new ufone Nano Sim and quite strangely this New sim also not activating the iPhone and gave this message;

"The SIM card inserted in this iPhone does not appear to be supported.The SIM card that you currently have installed in this iPhone is from a carrier that is not supported under the activation policy that is currently assigned by the activation server. This is not a hardware issue with the iPhone. Please insert another SIM card from a supported carrier or request that this iPhone be unlocked by your carrier. Please contact Apple for more information".

I just couldn't understand why this factory unlock iphone is not activating itself on other carriers both locally and internationally and also the same network on which it was working fine before but now same network with new sim cannot activate the same iphone. Any help would be much appreciated.

Did u rebooted ur iPhone?
Also download iOS 7.1.1 ipsw & do a full restore from iTunes if it's factory unlock then it'll work on any sim

It is Factory Unlock for sure. Okay I will try this solution and will post my feedback when its done.

Are you absolutely sure its Factory unlocked? How did you check?

I had requested the network (ufone) to reactivate the old sim and after several hours they did it and the phone is unlocked now without any software or hardware help. I even tried to use my own ufone n warid sim on it but it didn't work. Like i said before iphone was activated in dubai when he went there and used it but not anywhere else. If it was not factory unlocked then it wouldn't have been unlocked even with the old ufone sim without any software/hardware and if it is carrier locked then it shouldn't be working right now.

So I still don't understand what is wrong with this iPhone?

Mods plz close this thread as I have just found out that it was carrier locked. So sold it and bought a new factory unlock.
