ok guys my cousin applied for ptcl 1mb con about month ago the problem is it used to be sync at down(1580) up(380) something and snr of down(43)
up(32)

but now for no reason it sync at that rate (pic)

What are you expecting?

You have awesome pings, your upload speed is more than what is actually provided, and your download speed is more than 'fine'. In short, your connection appears to be in a PERFECT state (provide you are not getting any random disconnections, which i am sure you are NOT)

P.S. Kindly choose a short but BRIEF Thread Title the next time you make a thread, inorder to give the reader an idea about the Exact issue.

Thats because people in main exchange are always changing ports. Lets just call it their 'experimental purposes'.

They'll assign ports whichever is empty on their end. Speed is always controlled form the Main Server.

If your connection remains stable at 10MB+ sync (which it is), then consider your line quality brilliant.

In some countries they use a dot as a thousands separator and a comma as a decimal point so:

2,035.786

Would be written as 2.035,786. So keep that in mind. Anyway the downstream and upstream rates mentioned in the modem status page don't really mean much in practice. Download something and you'll see the real speed of your connection.
