What About fluorescent paint In Can Its near phase 6 Shop near my home do tell i will go ask about price from them.

even the glow in the dark ones, you expose to light source and they kind of absorb the light and emit it. They would be visible in complete darkness... idk what exactly youre looking for
Glow in the dark = Absorb light, emit light in complete darkness
Fluroscent = ALWAYS requires light to glow.
