Free sim stalls on road, what are they ?

As others said they are not scams, if in the end you get an authentic sim card if not then that particular stall might be a scam.
Also technically sim are not free, they just sell you a sim for X rupees having balance/credit of X rupees. So they call it free(marketing gimmick)
