Lately there's been this issue where I'll be in an online match lobby and out of nowhere the characters on screen desync and don't move at all but other features such as in-game voice chat still function properly and it isn't that the internet is disconnecting, it's something else.

I still have no clue what they are talking about as most game servers are not ISP end but server ended.
I've faced this issue in one other game aswell with dedicated servers.
