Go with a Amazon Fire Phone, Its one of the cheapest and quality wise its very good 4g, 32 Gb with 2 gb ram, I am using it myself, And its available in Rs 13,990 on HSP.

Installed apps, got what I wanted, The UI is totally crap though, need to change that.
