In your area Zong might have antenas on Telenor's owned tower. And Telenor is not running towers on deisel during loadshedding.

I don't think A04 is capable of CA. But I also got another phone in mind and that is newly launched Motorola G54. It's official price is 50K but you should get it in 45K in market. Where did you check the MIMO specification? I could not find it on Samsung's official website, for example, for my Exynos 1280 (in Galaxy A53).
Samsung doesn't publish MIMO specs, but if you do want to see modem capabilities, check the Samsung Semiconductor website, not the specs page for your phone.
