no the psu is topnotch man...yeah TX650 from corsair..it can even handle 5970
the issue is with bandwith i think...something fucked up the mobo

mine need +100mV for 900mhz....but i've checked a few reviews and its in line with them means like according to bittech review they did 900mhz at +60mV and the card won't go any further and won't accept anymore voltage either

I am afraid you wouldn't be able to do 950MHz on HAWK.
920 to 930 will be max.
Set voltage to max and try how far it goes. Just keep an eye on temps and dont worry.

salam.....actually there r many people here on pg who r mild gamers but doubt that the igp wud be any good....so for their help i thought how about samoone does some benchmarking of games like cod4. gears of war 1, NFS, PES and fifa etc.....some screen shots showing fps would be enuf.....and also if u could specify the best vusual settings to play on the igp for games like cod....it would be realy helpfull.... -
