Actually, the problem is that most of these LED monitors are made with TN panels, which have inferior viewing angles, color reproduction and peak brightness, as compared to IPS/PVA LCDs.
If your friend only wants to go for an LED monitor, then the Samsung PX2370 is a better option for movies, although it is not within the same price range. If he is also considering standard LCDs, then he could go for a Dell (U2311H, U2410, U2408WFP, ST2410 (Hammad's LCD)) or an HP (LP2475w, ZR24w).
To sum it up, the MS228H is great as far as gaming is concerned, but viewing angles are below-average and color accuracy is a bit off. If your friend needs it for watching movies/general PC use, there are better options. However, if it is needed for gaming and/or accurate handling of the PC mouse (Adobe Photoshop etc.), then this is definitely an excellent choice.
Sure thing. Both of the Asus monitors are equivalent in spec, with the only major difference being the size, backlight and color contrast. MS228H supports a higher number of dynamic shades, which doesn't make a huge difference. The static contrast of both monitors is the same.
Secondly, as far as input lag is concerned, they are once again exactly the same. Both lag at an average of 7 ms, which is excellent for an LCD! Here's a comparison of the lag readings from a reliable source:
