Yes you can... Here are the steps...
1. Apply for Paypal account .. with USA as your country of residence... Add some sample phone numbers and a sample address from the web. You can find any legitimate address easily.
2. After you finish, you should have a US Paypal created.
3. Order a PAYONEER mastercard from the website Welcome to Payoneer
4. They give you a US checking account number which you can add to your paypal on add account menu.
5. Then you transfer money from Paypal to US bank account.. and the US account gets verified.
6. Then add the Mastercard to the Paypal credit card option.
7. If you follow those steps sucessfully , you will have a working Paypal account in Pakistan.
If you don't wish to follow all those steps.. then give me your information I will create Paypal account and Payoneer credit card for you

Then i made account on paypal with usa address and phone number.
Then i applied for US payment service enabling via payoneer, it was successful.
Now i have to wait 3 days to get two or three payments from paypal for verification? and these payments shall be less than 1 dollar . right ?
And then i enter those two received payments on paypal bank account verification. Right ?

Yeah , it usually takes 3-5 business days... i would check after a week to see if the verification went through.
So just wait around for a week and you should get your account confirmed : )

the 1$ charge paypal deducts? That was visible in my account the next day. Just check your atm transaction history

I think i had to complete wait till 5 days
This won't work. If you try to withdraw or spend any money you receive to your paypal account the account will be frozen until you provide documents proving your identity - i.e. your supposed US citizenship.
The money will directly come to my payoneer account
i just got the two payments that PayPal was supposed to send in my payoneer master card, i entered them in verifying bank account and it was done
This is all legit as payoneer card was sent to me by newyork themself, its running a bank account behind it with a fees of 30 dollar per annum
