Have you tried reinstalling drivers? If its not hardware issue then its either a driver issue or some malware in your OS,
I'm most certain that if not an hardware issue its a virus or a malware affecting your PC.
If you're familar with linux then download any linux distro's iso, burn it to a usb, live boot the OS, and run basemark with nouveau drivers (FOSS drivers that comes with every linux distro)
Reason i'm suggesting Linux is because nobody else replied to this and i left using windows about 7 years ago lol
