Updates for Voice/Qmobile phones

these companies never release updates officially. However there are custom ROMS to enjoy latest O.S. Don't compare them with international brand. these are only for those people who are not willing to spend much on their handset and want to enjoy android experience.
Do you need to root the phone to install the custom ROMs? Will cyanogen mod work on voice phones for example?
I am not looking to spend much on a phone so that's why I'm looking at these brands.
10-12k. Can stretch it to 13.5k but would prefer something in the 10-12k range. My requirements are modest. I need 512MB RAM, a recent android version with regular security updates, it has to be a new phone and 4inch screen is plenty. I don't want a larger screen because I'd like to have decent battery life.
Yeah sounds like the best. But does it get regular OTA updates? Actually the problem is that I don't understand how updates are delivered to android phones. If you could explain who is in charge of updates that would be helpful? Like does google deliver updates to all android phones on the planet or is that something the manufacturer handles?

I dont think games have looked any better since 2019 onwards and they are performing worse and worse. Game developers have really dropped the ball.
