Unable to set the torrent Speed ?

i am using utorrent and for the last 3 days i am unable to set the download speed during the downloads pls guide me what to do to fix this problem ?
i mean when i tick the download to 100kb it wont adjust to 100kb instead i am getting the default speed how to fix this problem ?

what is your default speed?
you cannot magically increase torrent speed, if thats what you r trying to do
the download/upload speed limit can only decrease speed from maximum

what version of utorrent do u have? & have u tried uninstalling & reinstalling?
since u have done this before, i'm confident that u r doing it correctly & there's something wrong in the software perhaps?
try this:
uninstall
use ccleaner or other registry cleaning software
restart pc, download latest version of utorrent, install

hope this helps

    why you are paying american rates in Pakistan. Search cheaper region like Turkey. 13k for 13 months. Ms does not care
