What is RPG Maker?
The RPG Maker series, which started way back in 1995 by a Japanese company called Enterbrain, is a series of programs that allow you to make your own RPGs with minimal effort.
Currently the latest RPG Maker is RPG Maker XP, but RPG Maker VX is scheduled to come out soon. Very very soon.
What's So Good About It?
As mentioned before, minimal effort is needed to create a game, and already dozens of great amateur games have been made.

WAIT! Which RPG Maker Should I Use?
It depends on your preferences. RPG Maker 95 and RPG Maker 2000 are outdated, but RPG Maker 2003 and XP both have their good and bad points. With RM2k3 you can use a side-view battle system without any scripting knowledge. RMXP, however, allows for scripting for extended customization, so the front-view battle system it uses can easily be changed.
RMXP has a better resolution compared to RM2k3 (640x480 compared to 320x240). However, this means resources are harder to make.
Of course, don't forget the highly anticipated RPG Maker VX!
