I'm sure developers are going to take this into consideration. They can reduce graphical details on current PS4 to increase framerate for multiplayer.
Hopefully that will be the case, especially with popular existing games like Destiny and The Division.

Going by the leaked specs, native 4K at 30fps may be possible for some games, but 60fps is out of the question. 1080p/60fps will surely be possible, though.
36 CUs implies that the GPU may be in the same ballpark as AMD's forthcoming Polaris 10 card. The CPU will probably be a bottleneck at 2.1Ghz unless core performance per-clock has been improved over the PS4's iteration of the octa-core Jaguar.

Haha you know, I'm willing to bet Sony or retailers in NA/EU will launch some kind of a trade-in program for those with existing PS4s. You should be able to avail such offers.
