Because their Engine Architecture get changes every year & improvements are made . The current state of Unity is very different if you compare it with 2 years old version

Yeah well thinking about it that's actually true. Some of the biggest changes are in the Lighting section like Unity 5 uses Global Illumination as compared to 4's blinn phong and other models. But I don't think there will be anymore big changes like that, I mean isn't GI pretty much the standard or the newest technique out yet?

It's not the GI only
They have changed many things in AI module , 2D , Particle Systems & Physics . And since Unity API isnt thread safe they are also working on the multithreading pipeline to give the developers much better control over it

Its gonna get better and better every year and thats why certification only for 2 years
