PC Suggestions for a pc under 60-65k

I'm fine with buying used pc components. I was thinking of buying a branded pc and coupling it with a new gtx 1650 super. What do you think? Which cpu should I buy considering my budget constraint. Also, I'm open for suggestions regarding gpu as well. I am afraid, however, that a used gpu might die on me and since it isn't in warranty, my money would effectively be wasted. What do you guys think?
For reference, I want to play new games at 1080p with decent settings or 4k at low settings (if it is possible at all).

purchasing a branded PC would be waste of money.
what is your budget for PC only ? excluding your GPU ?

in 30-35k you can't really purchase a good system which can play 1080p current games even if you install a good gpu but in your budget, the best you can get is get a 4th gen i7 processor in around 16-17k, 8gb ram, 500w (80+) psu and normal casing with atleast some support for bigger gpu and ventilation. oh yeah, a compatible mobo with i7 4th gen processor will cost you around 4-5k.
one more thing, you can also purchase a branded cpu if you are low on budget as that will be cheaper. Dell 7020 with 8gb, 500gb, and i7 4th gen processor would cost you around 33-34k.
you can purchase branded cpu from local market or if you are looking for non-branded system, you should visit pg market place and purchase from a trusted seller with positive past feedbacks.

maybe if you are able to get 6th gen cpu it would be better and more future proof but it will be expensive with ddr4 rams and the mobo will also be expensive.
