Steam error. Help needed...

I am trying to start Black Ops 2 from game directory, but it is giving an error "Steam must be running to play this game".
I have the legit black ops 2, and I can play fine if I launch it through steam. But does anyone has any idea why is it not launching through the install directory (steamapps/common/Black Ops 2)?
I have made the steam_appid.txt file in the directory.

weird problem..and im guessing steam is running when u try to launch game from directory? tried verifying game files?

yea steam is running in the background, I also tried launching it as an administrator but didnt work.
yes i verified the games files, still the problem persists...

getting another problem now, it says server disconnected: steam authorization failed. I used to have this error before but not this much. not i cant join any server or match no matter how many times i try to join or how many times i restart the game, it still gives this error :/
anybody got any idea??

Have you tried verifying the integrity of game files from the properties? Also, did you download the entire game from steam?
