Some Facts about the Old Radiance
Radiance is/was the most cost effective, best DPS item in the game. Tons of mathcraft threads have proven this. The ability to do damage through immolation is insane. The plus ten damage was awesome.
Radiance is/was the most desired item in the game: And people would actually argue/fight over who gets to be the Radiance Hero. Most coordinated teams designate one person to get Radiance.
How was Radiance Nerfed
Minus ten damage. What can we conclude from this damage nerf? Well, the fact that the effect of Radiance is unchanged means that, for all intents and purposes, that part of the item is balanced.
Ten damage should not be gamebreaking, but it was changed. It doesn't affect the core effectiveness of the item too much, but it makes it less cost-effective. Which means that the nerf was not made to reduce Radiance's effectiveness, but to make it less cost effective, and thus less popular
But Radiance was already a less-popular item
This may seem to contradict my earlier sentiment of Radiance being the most desired item in the game, but it doesn't. Radiance was THE most desired item in the game. However, the fact that immolation doesn't stack meant that you would most likely never see more than TWO radiances per game (one per team). That's still a lot but it's not that bad.
So why nerf an item to make it less popular when the mechanics of the item itself limits it to at most two per contest?
Is it because of its status as best item?
Nerf an item because it's the best? Doesn't make sense: no matter how much nerf/buff the items, there will ALWAYS BE a best item. If you nerf the best item, nothing changes the fact that everyone will desire the best available item, the only thing that changes is the status quo.
Radiance is the hardest item to farm for in the game, excluding DR
Mjolinir: Maelstrom helps you farm for it.
Deso: cheapest, most effective
BFURY: easy components
Buriza: Crystlais helps you farm for it
MkB: Easier to Farm for.
So shouldn't we get some bonus, some recognition for faming up a relic? I'm sure if you watch pro games, everyone seems to farm so easily. But not everyone is pro. Getting a relic should feel like an accomplishment, ten damage is a legit bonus for farming that well, especially since all the other items add bonus damage as well.
