Well the main cause of high latency is PTCL's 3rd class routing. Their routing is pathetic and nothing can be done regarding it.
Bhai this is a very common phenomenon, its nothing new. Nodes cause bottlenecks ALL the time, in fact tracert is the first basic tool to check for server bottlenecks and its not just PUBG. Its for everything. Try doing this with Facebook or some other big website and you'll notice that bottlenecks almost always happen - sometimes its before the hop leaves your ISP other times it happens with one of the CDN servers. Nothing is perfect (bow)

I dont think games have looked any better since 2019 onwards and they are performing worse and worse. Game developers have really dropped the ball.
