Yeah I don't think you needed to register it. Your phone was already registered with PTA since you've been using it here since before DIRBS was invented.
Since the first device bought under a single year is free from tax/duty, how does the system determine if the phone getting registered doesn't fall under any tax or duty? Or do you have to tell them that on the phone?

It's an online system. Which means they always have the database connected to your CNIC/Passport Number. Each device you will bring from outside country, will have to be registered with in 60 days. In one year (365 days), you're only allowed to bring ONE free device. Obviously that device will have to be registered for permanent use in Pakistan, and when you do, the system will record the IMEI number. (For Dual SIM phones, i think you may have to send PTA an email regarding this - i read this somewhere, maybe on PTA's website). Any additional IMEI per device, will require duty to be paid on it, if it's brought within same year.
I hope it clarifies.
So has anyone tried to use their Passport number in the online system? What I mean to say is that they don't seek the Travel information or they do? I doubt their system is integrated with Border management system which will tell them if a Passport holder really did come to the country in the last 60 days or otherwise.

I have no idea but i don't want to test it. I for one, don't undermine the capability of PTA's systems, just to be on a safe side. Besides, i'm pretty sure the list of travelling people is always accessible by Customs department.
So I have received a device from abroad, I have not opened the box yet and it is not PTA compliant. My brother is coming next week so registering under his name won't be an issue but what I want to ask is if the phone should be used or not until his arrival? i.e. if I use it for a week and register it once it arrives, is the system smart enough to notice that and possibly reject the application?

Had created the profile earlier and submitted IMEI's, submitted and approved instantly. This is after arrival ofcourse. I thought would have to wait for days but nope, it was approved instantly and also received SMS of the same. So they check in real time.
