So I've looked around for a while and this seems like the best point in terms of value without sacrificing too much performance,
CPU: Xeon e5 1620 v2 (18K workstation case)
I originally asked for an e3 1245 v2 as that seemed better (Lower TDP) but it wasn't available. I'm getting this in a workstation for 18k excluding ram storage or GPU. Online benchmarks seem to show it's about the same as an i7 3770 which is priced at 26k . another option would be i5 3570 which would be cheaper but I think that games that are heavier on the CPU than usually (GTA 5 etc) will benefit from the higher clock speed.
RAM: 16 GB DDR3 1333mhz (4k already have 8gb)
HDD: 500GB 7200 rpm (already own it)
SSD: 250GB Kingston (6k new)
PSU: 650w default hp
GPU: RX 570 4GB (35k)
RX 570 seems to be a better value than most. other options I think are GTX 1050ti (25k) but it's quite a bit slower although I wanna do some recording and editing it isn't enough to go for a slower GPU just for the superior Nvidia encoding etc. RX 560 4gb (25k) is also good but I wanna be able to at least play games on at least Very High if not maxed settings at 1080p 60fps. GTX 1060 6GB is better but it's at least 45k for a dual-fan model.
The prices for the GPUs may have lowered a bit so let me know what is the best value (and/or a reasonable price). I wanna keep it near to 55k so probably wanna know if 1050 ti is better or RX 560. If u know about any good/better deals let me know aswell.
