The best GPU in this price is a GTX 560 ti (either of EVGA or Sparkle).

Oh lol i read 25k to be 15k,yes 560ti would be fine although sparkle is out of stock. and if your friend requires a psu,that would complicate things.

but tell us the PC Specs of ur friend...
so then it will be easier to say which GPU can do best for it......

u can also get HIS 6950 2gb for 27k or find a little used to fit in ur range i think its better than 560ti

If he's got a PSU of 450W~500W, then a 560Ti, or a 6850 HD will be good.
If PSU is 400~450W, then a 460, or a 6770/6790 HD will do
