Do you have a ups in your home? If so, then replace your car battery with your home one. Let it charge for a day. If it gets charged then just plug it back. Otherwise replace it with a newer one. About the tires, you could fill them up yourself with tire aircompressor(costs about 3-5k). This is a must have device as it may come handy if you're on the road and your tire gets punctured or something and service centre is a bit far. These compressors run on dc port on the vehicle.
or you can just ask any car mechanic & tell him the details.

Open up the air filter clean everything there, try to clean the filter with compressed air. Don't start the car, call a mechanic, make him change the oil and oil filter. Get him to also remove all the petrol in the tank and get the tank flushed. After the tank is flushed put in new fuel and then start the car. Battery will have passed away so replacement will be required.

Calling a mechanic who is reliable will be the most sound option . Don’t try anything yourself .it might cause more damage then correction .

A reliable mechanic does not equal a educated or properly trained mechanic.

You don't want the pistons scoring the cylinder walls, that oil change is a must.
