Mechanical failure. No way any software would would be able to recover the data, since it doesn't show up in the BIOS even. Your best bet would be to take it to some pro I guess, but even that doesnt guarantee that the data will be recovered.

well, put it in an enclosure and hear if its spinning

if it's not then go buy the SAME model with the SAME firmware, replace the board and viola ;) (it's worth a try) but i dunno if you'll find a 40GB hdd anymore

if it's spinning then it's mechanical failure as DarkDisciple said and it's better left untouched...pros in pakistan don't have the clean rooms necessary for mechanical operations

Nevr undermine Paki pros dude....I have seen some guys in Laore opening a HDDs and extracting those magnetic disks for data recovery, and that was 10 years ago.I am sure they must have got better since then.

you will never able to recover data from this harddisk but a harddisk repairer can do this
may he will get your data like pictures videos but not for sure bcz your hard is dead now

extracting the magnetic discs for recovery and actually recovering the data are two different things
even a spec of dust can damage that disc FYI

well yes i know where you are coming from, and i agree that a tiny spec of dust can damage the HDD.But pakis are good a "Jugaarh" . I never asked those Lahori technicians about what they were doing with those extracted magnetic discs from hard drives, but i guess they must have been doing some Desi remedy, which is most of the time non technical but works.
