Yes it does work on steam and many other such as Origin, aliexpress etc. Not on playstation network though as it has region restrictions on payment method.

Pakistani debit cards suck with online purchases.

Pretty much none of them work reliably. Despite having online purchases enabled by the bank, lots of transactions get declined.

I've no idea about HBL. I personally only used Standard Chartered Visa and it always worked.

Yes it works, I have both HBL Visa and a mastercard both validate on steam no problem.
