[Guidance and man-power needed] Horror+Dating Sim project

Hello guys. I've been wanting to work on a Polygonal 3D game and I have a game-design and mechanics in mind and even some of the script. Issue is, I do not have any skills pertaining to programming and graphic designing. I want to make an indie project free of cost in a pretty long timeframe (1+ year including juggling school and other responsibilities).
The game is a simple puzzler and horror and dating sim.
In a basic way to sum it up:
At morning, you can hang out with friends and romantic partners and at night you're working on solving trivial details that are slowly plaguing your sanity along with staying with those friend and lovers. The idea is, that there is a sanity level kind of thing which goes down depending on your actions or is maintained at a specific level due to your actions.
The dating sim aspect is very easy to program and art assets for that are pretty non-existent. I only need Voice acting for that which I can manage being a theatre artist and knowing some people who can do voices and some minor art can be done by people I know in real life.
The issue starts at finding programmers and graphics department for the horror aspect.
I would like it if someone could suggest some forums or people who could work with me on this project without any financial expectations for an extremely long and peaceful timeframe.

You will find plenty of web agencies nowadays that will realize any project regardless of its complexity. Your only task is to find the company that will offer price suitable for you. And then you need to check how much time the development process will take. Ask for some advice at several places. The best approach is to compare prices on freelance platforms.
