yes you can. but you still need to flash TWRP or CWM before install cloudy rom though it is based on stock rom but still it is a costom rom. so costom recovery is required.

Yeah do as ShuAK said. Get the boot loader unlocked if it isn't already. Flash TWRP. Go into the mount settings, it'll be detected on your PC as a storage device, copy the Cloudy ROM to the internal storage. Go to wipe, perform a factory reset in TWRP, then go over to install and install the ROM zip file you just copied and wipe cache and reboot when you're done.
All ROMs regardless if AOSP or based on stock, always need to be flashed through a custom recovery.

Not unless the dev has mentioned otherwise. Upgrading to MM means new bootloader, but in most cases it will be compatible with LP ROMs as well.
Again, flash it if there hasn't been anything mentioned about this in the ROM thread.
Also, why do you want to flash an LP Based ROM? There are a few MM based Custom ROMs for the G3.

When I put the rom file in internal storage, and after wiping the delvik cache, partitions etc etc, won't my rom file also be deleted? I don't have an sd card and I don't have an alternate. How do I do it?

I figured you'd ask this question. I had the same question when I was a newbie at this lol.
A factory reset in TWRP only wipes /data/media and not any other partition. Internal storage including pictures and whatnot is left untouched so no, the ROM file will not be deleted.

CM is dead, wait for a working LineageOS ROM to be available for your device. It'll take a while, but probably worth the wait.
There's already a working ROM for it, although experimental, it works, try it out if you want, or wait till it's in Beta at least. Your choice. Here's the LINK.
