Sorry for late reply. But I think its totally worth it, if you are really going to spend items in dota 2.
Check for your personal fav hero.

if cosmetic items that in no way enhance your gaming experience or ability is your thing then its worth it.

as for suggestion i would say get someone you play often. most people play lc and pa. so i would say pa. personally i think pa arcana is the best among all. though you should wait for the jugg arcana to come out

Finally I decided to buy pa arcana and it enhanced my gaming experience whenever I kill some a sword is left on the ground reminding my enemy his death time [emoji12]
