    try plugin into different DVI port of your GPU unless you are using it via HDMI, do the same when it goes black with it, replug it on the fly and see if display comes back

    maybe contact hafisohaib here on PG Marketplace, he used to have em in bulk, ask for a 650W PSU, preferably Antec/Seasonic it would fall right under your budget btw that casing you'v chosen is pretty good if you aint planning to fully benefit from overclocking the card to its maximum potential...
