    For PTCL, AFAIK Valve has peering agreements with Etisalat which PTCL is directly connected to, whereas i3d peer with Omantel. PTCL doesn't use Omantel for data transit the last time I checked.

Though both PTCL and TW have peering agreements with Google (and similar content providers, e.g. Facebook), the difference in ping is due to the fact that both have different commercial agreements i.e. depending on physical link feasibility and financial (read cheap)...

    Unfortunately thats the reality regarding PTCL. They don't even understand their normal customer base and requirements. Too busy counting money they get from selling corporate services. I never used PTCL before joining them, and still game on a local ISP that uses TW at their backend. (lmao)

    These things are at the discretion of the ISP. Both TW and PTCL only notify their corporate clients. Who in turn may notify their own customers however they want. The above notification seems like one of those. Having said that, he is correct. Though the actual activity ends on 28th Nov.

    Like I said there are a few maintenance activities going on so might have been temporary. Having said that, if the low ping route was intentional, then it will most likely restore around 28th Nov, unless PTCL finds a different route.
