no they does not consume more power but their performance is good good as compared to 4850. remember 4850 >9800gt > 9600gt > 9800gt Green
your dell PC is capable of running a card with 150w power consumption so i recommend you to stay away from all these cards and try to find a used 4850 or 4770 from market. rehman 786 was selling his card some days before check it out

brother instead of purchasing a dell pc why don't you purchase a non branded used pc ? a non branded userd pc will cost you about 14-15k and you can puchase a 5-6k gpu to make this a gaming pc ?
but if you want dell pc anyway try to pruchase precision 390 or 380 which has good psu and more space in it for gpu -

I dont think games have looked any better since 2019 onwards and they are performing worse and worse. Game developers have really dropped the ball.
