    Try overriding the DNS server. Since you're on Android, you can download various DNS changing apps and use Google DNS. See if that helps (it might, it might not).

    umm... I think you should have done your research on the load balancer BEFORE installing the VDSL lol. Also, no PTCL fiber in your area? You could have had two fiber connections come in, and the latencies would have been lower.
