well i dont have any problems with ptcl dsl download speed is good and also i play cod 4 and cs 1.6 regulalrly with downloads in background no problems at all, latency is also good, sometimes the speed drops but that only happens when i download lots of data.... then leave it to rest for an hour or 2 and after that u r good to go again, there are many pakistani servers for cod 4 and a UK server too i play on that server without lags its a cracked server and sometimes it reaches its capacity i.e 48 people...
