    The routing is still messed up - nothing you can do about it. Switch to any one of the fiber providers. Jazz/EVO won't be good for pings man, wireless services seldom are. And by WiFi I meant, don't you use internet on your phone? You'd need wifi for that.

    This routing makes no sense. 1.1.1.6 is a cloudflare DNS IP so idk why thats the first hop your packet goes through but it does explain all the timeouts and slow site loads you've been getting.     Really can't say anything because of a lack of information. You could try doing a traceroute to get an idea of what sort of network your cable provider is routing you through. The 1.1.1.x range is part of Cloudflare's Open DNS Project. My guess is thats the DNS server your PC is connecting to.
